Dawnguard can i be a vampire and a werewolf

Really up to you. I would just like to point out that I clawed a frost troll to death as Vampire Lord, the werewolf melee is stronger, but it's not like vampires are glass canons. I was very stuck on this as werewolf is so fun but vampire is so powerfull, I fixed my problem by being both yes it is posible on pc by using the console i aquired both powers its slightly glitchy and if you want to be a vampire you need to use vampire lord after werewolf to regain vamperism and vise versa if you want to stay mortal but i would recomend looking up the comands if you are rearly cant choose.

Personally, I think it depends on your character. I'm currently playing Orc that specializes in 2-handed, and have found Werewolf form to be great, especially when coupled with Berserker Rage. Also, being able to travel at great speeds almost indefinetely, is especially useful, considering I don't use restoration very much and haven't specced respite for the stamina regen.

Anyway, it really comes down to what you can get out of each transformation, relevant to your particular character build. It would be, however, ridiculous to commit yourself to either form, as they are both great in their own way.
